Best way to do that is have them at each child's place setting at the table. A lot of young kids can't handle the gifting process and it is good to give them their bag before the birthday boy opens his gifts. When kids get older they can handle that situation better and the bags are given to them just before it is time to leave. Also, if there are many exact duplicate gifts in the bags, it is better to give the bags later so the kids will not be fighting over who's toy is who's. Depending on the age of the kids.
